Who We Are

A Different Kind of Chamber

The Foster Care Chamber of Commerce is the nation’s first chamber built specifically to support foster youth and young adults transitioning into independence, while also strengthening the business and nonprofit communities that serve them.

We believe economic stability is a form of care.
We believe mentorship is infrastructure.

And we believe young people deserve access to the same networks, opportunities, and champions as anyone else.

The Chamber serves as a connector, convener, and catalyst, bringing together foster youth, employers, educators, service providers, and community leaders to create sustainable outcomes. Not just short-term fixes.

Youth-Centered

Programs are designed with foster youth, not just for them. Focusing on dignity, choice, and long-term growth.

Business-Engaged

We actively engage businesses as partners, mentors, employers, and investors in youth success.

Community-Driven

We collaborate with schools, nonprofits, government agencies, and faith and civic groups,  not in silos.

Outcomes-Focused

We track impact, publish results, and continuously improve based on real data and lived experience.

Our Leadership

Leadership Rooted in Experience

Our leadership reflects the communities we serve, including lived foster care experience, military service, education, nonprofit leadership, and business expertise.

Together, our Board, Advisory Committees, and Youth Leaders guide the Chamber with transparency, accountability, and a deep commitment to youth outcomes.

About the Founder

A Founder Who Built What the System Didn’t

The Foster Care Chamber of Commerce was founded by Hunter Cain, a veteran, longtime foster and adoptive parent, educator, and community organizer.

After fostering dozens of youth and watching too many age out without support, Hunter saw a gap no single program could fill; access to networks, opportunity, and economic power.

So instead of building another standalone nonprofit, he built a chamber. One that treats foster youth as future professionals, leaders, and entrepreneurs.
